Village of Palm Springs Municipal and Public Safety Complex

ADG provided programming, master planning, interior design, and design services for the Village of Palm Springs Public Safety and Municipal Facility, which includes a Village Hall, Public Safety Facility, Recreational Center, Library, and a Community Center. The first phase of the project was to master plan the Village Facilities and the Public Safety Project for a timeframe of 25 years to anticipate future growth. The second phase was design services followed by construction administration. The complex was master planned to permit continued use of existing City facilities until completion of the entirely new complex.

Palm Beach Gardens Municipal Complex
Palm Beach Gardens, Florida
ADG provided master planning, architectural design and construction administration services for the development of the $17 million dollar Complex including City Hall, Council Assembly Auditorium, Police, and Fire facilities; and a Recreation Complex of baseball/soccer fields, concessions, and family-oriented playgrounds. ADG, in working with a community task force, envisioned "creating a sense of identity that reinforced residents' pride in the community."
In order to create this "identity", the complex was designed so that all the facilities surround a plush landscaped parking area for ease of facility access. ADG worked closely with the City to solve complex issues regarding "identity". First, the site is located on a north / south arterial road with no entry to the site. ADG had the challenge of creating a civic face from the complex to the highway, which displayed the common values of the community. ADG accomplished this by placing City Hall and the Police Department as two buildings in a "V" shape to be equally viewed from each side of the thoroughfare. The second challenge for ADG was to create a civic plaza that could be used by the community for art fairs, cultural events, and other community orientated activities. ADG designed the civic plaza as the primary functional entry with unified landscaping elements that create a sense of continuity and extension from the parking to the civic plaza area, and recreation facilities beyond.

Hallandale Municipal Complex
Hallandale, Florida
Architects Design Group was selected by the City of Hallandale to provide planning and architectural services for Space Needs Analysis, Master Planning, and Design of a new City Hall and new 28,000 square foot police department building.
The Space Needs Analysis was the first phase of the work performed; the second phase encompassed the design of the facilities, Master Planning for future expansion, and subsequently the bidding and construction of the two elements, consisting of the City Hall and Police Department. The expanded facilities are anticipated to meet the City's space needs for the next 20 years.
The police facility is designed to incorporate basic needs, including areas for an emergency operations / communications center, briefing and training, armory, evidence laboratories, booking and holding, records investigative services work areas, facilities for patrol and administrative office spaces.
The issue of security was of primary concern, based upon providing "user friendly" public access to appropriate areas and ensuring that work areas have limited access. Particular care was taken to meet or exceed regulatory requirements, both state and national, in the intake and booking area with particular attention paid toward providing full visual access to all temporary holding areas both by law enforcement personnel and by closed circuit video monitoring.
The City Hall portion of the complex provides a "one-stop" opportunity for permitting, finance, and other public oriented facilities. It was also designed for future expansion, as the community is located in a rapidly growing area of South Florida.

Ft. Pierce Municipal Complex
Ft. Pierce, Florida
The Municipal Complex is a critical element in the redevelopment of Ft. Pierce, Florida. Situated at the edge of the central downtown core, City Hall serves as a "gateway" to the on-going urban revitalization. All the City's administrative functions are housed in this three-story 48,000 square foot facility. The building is designed by ADG so that the public can access all departments from a central lobby, while more discrete staff activities occur without interruption.
The building mass of Commission Chambers is expressed as a symbol for the community resurgence, protruding from the main block of the building, facing directly in the City's main thoroughfare. The main building treats each elevation differently in response to solar orientation. This sustainable, energy conserving strategy minimizes heat gain and maximizes day lighting by shade, set-back and glass orientation.

Palm Bay Municipal Complex
Palm Bay, Florida
The City of Palm Bay selected Architects Design Group, Inc. to Master Plan and design its new Municipal Complex, programmed to house all City of Palm Bay facilities for this rapidly growing municipality. The total complex contains a City Hall Administration Building, a Council Assembly facility and a 34,000 square foot Police Department structure located on an adjacent part of the site.
The 2-story Police Department Facility contains a state-of-the-art Emergency Operations / Communications Center for use by the City and Police Department in the event of a catastrophe or public safety crisis. In addition, the facility was programmed to provide appropriate security for ingress and egress to sensitive areas, and a public entrance designed to enhance the community relations image of the department.
Currently located on the site and incorporated into the Master Plan is the City Fire Station and Fire Administration Office Building. The complex was Master Planned to accommodate phased development, including facilities planned for the future. Space needs were projected for immediate needs and future needs 10 and 20 years out.
The City Hall Administration Building forms one 24,000 square foot, two story wing of the complex to house City Officials and their support staff. It is connected to the fan shaped Council Assembly Building by covered walkways that also connect the Municipal Services Building. The 4,700 square foot Council Chamber accommodates 240 seats and is designed with active and passive acoustical systems, including electronic sound reinforcement systems and surface treatment for noise abatement.

Largo Municipal Complex
Largo, Florida
The City of Largo commissioned ADG to prepare a detailed Spatial Needs Assessment and Master Plan of an existing Municipal Complex. During the course of this study, the City elected to purchase a recently vacated, financial services complex located in the center of the community. The site consists of approximately 14.5 acres which includes a small lake and a complex of three (3) buildings totaling 104,000 square feet. ADG applied the Spatial Needs Analysis of current and future need to determine how to adaptively reuse the existing buildings to serve as a new Municipal Complex for the City.
The design prepared by ADG created a campus for Municipal Services, Police Department and Training/Emergency Operations Center. A new energy plant generating hot and chilled water was designed to serve three structures. An existing three-story 55,000 square foot building was remodeled and includes a "broadcast-capable" City Commission Chambers. The two-story 41,500 square foot building was remodeled for Law Enforcement services with an 8,000 square foot addition for secured Evidence Processing, Holding / Prisoner Detention and a Vehicle Sallyport. The 7,500 square foot building was adaptively re-used as the Training/EOC. ADG provided complete design services including furniture procurement through construction and occupancy of the New Municipal Complex.
